  • Up to 4,000 families, many that include elderly and special needs family members, can be assisted with this funding.

    TALLAHASSEE - Governor Rick Scott, during the presentation of his 2013-14 state budget recommendations, showed his support for local government affordable housing initiatives by requesting $50 million for the State Housing Initiatives Partnership (SHIP) program. This funding would assist approximately 4,000 families statewide who are eligible for various housing activities in their areas.

    “On behalf of SHIP entities throughout the state, we are appreciative of this recommended funding,” said Steve Auger, executive director for Florida Housing Finance Corporation (Florida Housing). “As a result of economic and budgetary challenges that our state has experienced, the SHIP program did not receive state budgetary allocations for several years. If the Legislature approves this request, local governments will have resources to address the specific housing needs of their communities.”

    “Additionally, this $50 million would help bolster the state’s economy, generating about 5,500 jobs and an estimated economic benefit of more than $372 million,” Auger said.

    “The Sadowski Coalition is extremely pleased that Governor Scott has taken the lead on putting the trust back into the SHIP housing trust funds, said Jaimie Ross, Sadowski Coalition facilitator.

    Florida Housing administers the SHIP program, which was designed to serve very low-, low- and moderate-income families. Funds are distributed based on population to all 67 counties and 52 Community Development Block Grant (CDBG) cities in Florida; the statutory minimum allocation is $350,000. Housing activities that will be funded include, but are not limited to, home purchase assistance, rehabilitation and foreclosure prevention. Additionally, many of the households assisted will include family members who are elderly or have special needs.

  • Event Detail:Florida Housing Finance Corporation received $10 million in non-recurring grant funds appropriated by the 2013 Legislature to provide housing for homeless persons. Florida Housing will hold a workshop on Thursday, August 8, 2013, to discuss and take public and stakeholder comments concerning Florida Housing’s proposed approach for a competitive application process to distribute this grant funding. The legislation calls for the funding to be awarded on a competitive basis to private nonprofit organizations to develop housing for homeless individuals and families, with priority given to those households with extremely low incomes. The funding shall be used to purchase and renovate existing houses or to construct or purchase and renovate small specialty housing of 15 units or less.

  • TALLAHASSEE - During a press conference on Friday, September 20, Florida Housing Finance Corporation (Florida Housing) announced that next week, Florida homeowners who have remained current on their mortgages may apply for federal assistance from the Florida Hardest-Hit Fund Principal Reduction (HHF-PR) Program. The online application, www.PrincipalReductionFLHHF.org, will open at 9:00 a.m. (Eastern) on Wednesday, September 25, and will be available in all 67 counties.

    “This morning, Florida Housing’s Board of Directors approved $350 million in federal Hardest-Hit funds allocated to our state to be used specifically for a principal reduction program,” said Steve Auger, executive director of Florida Housing. “While our state’s housing market continues to recover, many Florida homeowners have remained current on their mortgage payments in spite of their homes being substantially underwater. For those who qualify, this new program can help to reduce their principal balance, which can result in a lower monthly payment and put more money in their pockets.”

    Initially, only 25,000 completed and submitted applications will be accepted for eligibility determination, via the website only. When that number has been reached, the ability to start a new application will be disabled so that staff can begin processing the completed applications. However, if additional funding is available for the program after this initial launch, Florida Housing will notify the public prior to re-opening the application process.

    The Florida HHF-PR program is designed to provide up to $50,000 to eligible homeowners who owe at least 125% more on their home than its current market value—commonly known as having a home that is “underwater.” Funds will be applied to reduce the principal balance of the first mortgage to reduce the loan-to-value (LTV) of the first mortgage to no less than 100%. The mortgage can then be recast (re-amortized) or refinanced to produce a lower monthly mortgage payment.

    The minimum qualifications a homeowner must meet to be considered for participation in the Florida HHF-PR program are as follows:

    . Must be a Florida resident and a legal US resident/legal alien, and occupy the property as the primary residence;
    . Must be current on the monthly mortgage payment—first mortgage payment cannot have been 60 or more days late within the past 24 months;
    . The first mortgage must have originated prior to January 1, 2010;
    . The unpaid principal balance for the first mortgage cannot exceed $350,000;
    . The loan-to-value for the first mortgage must be greater than 125%—in other words, home must be more than 125% “underwater”; and
    . The total household income, including all persons age 18 years and older who live in the home, must be less than 140% of the area median income.

    Principal reduction program funds will be in the form of a 0% percent, deferred-payment loan that will be subordinate to current mortgages on the home. The loan can be forgiven over a five-year period, at a rate of 20% each year. For conventional mortgages, once HHF-PR funds are applied to the principal, the mortgage will be recast (the terms of the loans will remain the same, but the loan will be re-amortized).

    If the borrower has a FHA, VA or USDA-RD mortgage, the mortgage will need to be refinanced within 120 days after closing on HHF principal reduction funds in order to receive the pro rata forgiveness.
    If a refinance is not completed within the specified time, the principal reduction loan will be 100% forgiven after a full five years of the borrower remaining in the home.

    Homeowners in every Florida county may apply for the Florida HHF-PR program by using the official website: www.PrincipalReductionFLHHF.org. The site contains all the information users will need to begin the application process, including a program fact sheet and answers to frequently asked questions. Additionally, the Florida HHF Toll-free Information Line [1-(877)-863-5244] will be open on Saturday, September 21, and Sunday, September 22, from 9:00 a.m. – 5:00 p.m. to answer any questions callers may have about the program.

    The official Florida HHF-PR website is the only way a homeowner can apply for assistance. Therefore, homeowners should verify that they are using www.PrincipalReductionFLHHF.org before providing personal information via the web. If applicants are suspicious about a website, they can submit a report on the official HHF-PR website by clicking the “Report Fraud” link on the homepage. Also, they may call the Florida HHF Toll-free Information Line to ensure they are using the correct website address. Application for the Florida HHF-PR program is FREE-OF-CHARGE, and applicants will not be asked to pay for any eligibility determination services in conjunction with applying for the program.

    First announced on February 19, 2010, by the US Department of the Treasury (Treasury), the “Housing Finance Agency (HFA) Innovation Fund for the Hardest-Hit Housing Markets” (HFA Hardest-Hit Fund) provides federal funding to states hardest hit by the aftermath of the burst of the housing bubble. To date, $7.6 billion has been infused into the HFA Hardest-Hit Fund for 18 states and the District of Columbia; Florida’s allocation stands at more than $1 billion. The goal is to help create sustainable homeownership in our state.

  • TALLAHASSEE - As of today at 11:57 p.m., the process for homeowners to apply for the Florida Hardest-Hit Fund Principal Reduction (HHF-PR) program has closed after reaching 25,000 applications. The online application opened last Wednesday, September 25. Upon submission, each application was assigned to an HHF-PR advisor agency, where staff will begin the process of determining eligibility for participation in the program. Homeowners who are deemed eligible and whose mortgage servicer has agreed to accept HHF-PR funds can receive up to $50,000 to reduce the principal balance of their first mortgage.

    "Now that the process has officially closed, it is important for homeowners who got into the system to work with their advisor agency and submit the required documentation as quickly as possible," said Cecka Rose Green, communications director for Florida Housing. "This assistance will be disbursed on a first-come, first-served basis; therefore, a ‘place in line’ cannot be held for applicants who delay getting their paperwork turned in to the agency."

    Once a homeowner has been deemed eligible to receive HHF-PR financial assistance, the first mortgage loan servicer will be contacted to effectuate the transmittal of the funds. Once the funds have been transmitted and applied to the principal of the loan, the loan can be recast (re-amortized) to yield a lower monthly mortgage payment for the homeowner. For those who have government-backed mortgages, the loan will need to be refinanced to lower the monthly payment.   • Florida Housing Launches Hardest-Hit Fund Mortgage Assistance for Elderly Homeowners
    Federal assistance will help homeowners struggling with their reverse mortgage.

    TALLAHASSEE, FL - Today via conference call, Florida Housing Finance Corporation (Florida Housing), in cooperation with Florida Department of Elder Affairs (DOEA), Fannie Mae and the U.S. Department of the Treasury (Treasury), launched the Elderly Mortgage Assistance Program (ELMORE). The application process will open today at noon.

    Using $25 million in federal funding allotted to Florida from the Treasury’s Hardest-Hit Fund (HHF), the ELMORE program will assist elderly homeowners with home equity conversion mortgages (HECMs)—better known as “reverse mortgages”—who, as a result of a hardship, are having difficulty making property tax and homeowner’s insurance payments. As a result, these homeowners may be facing foreclosure for non-payment of these required expenses.

    “There are thousands of reverse mortgages in Florida that are in delinquency,” said Florida Housing Executive Director Steve Auger, executive director for Florida Housing. “After implementing other HHF programs that target the more ‘traditional’ homeowner, it is now time to help homeowners who are in the twilight of their years, on a fixed income, experiencing a hardship and facing foreclosure. This new program should help them sustain their homes, while they look at ways to free-up income to pay their homeowner expenses moving forward.”

    Homeowners who meet specific qualifications may be eligible for a two-year, forgivable loan of up to $25,000. The funds will be distributed to the mortgage servicer, on the homeowner’s behalf, in a lump sum to repay property-related expenses advanced by the servicer (e.g., property taxes, homeowner’s insurance, flood insurance and association fees). Funds may also be used to pay upcoming property-related expenses for up to 12 months.

    “The Obama Administration is committed to helping states like Florida find innovative ways to help homeowners avoid foreclosure,” said Chief Homeownership Preservation Officer Mark McArdle, for Treasury. “This program will provide much needed assistance to elderly homeowners with reverse mortgages, and Treasury is proud to partner with the State of Florida to implement it.”

    “We commend the Florida Housing Finance Corporation for launching this new initiative to help elderly homeowners with reverse mortgages stay in their homes,” said Federal Housing Administration (FHA) Commissioner Carol Galante. “The HECM program allows senior citizens to age in place by tapping into their home equity to help pay expenses. The ELMORE program builds on this goal by giving qualified seniors who have experienced financial hardship an alternative to foreclosure.”

    “In accordance with the Older Americans Act, it is the mission of the Department of Elder Affairs to address the needs of Florida seniors and to create an environment that allows them to remain in their own homes and communities as they age, said Florida DOEA Secretary Charles T. Corley. “We support tools, such as the ELMORE Program, that help to accomplish this important task.”

    Reverse mortgages offer unique benefits to elderly homeowners, allowing them to access the equity in their homes. However, with a reverse mortgage, homeowners have specific responsibilities that are set by the federal Department of Housing and Urban Development (HUD), which insures most reverse mortgages, including the timely payment of property-related expenses. If the homeowner falls behind on those obligations, the servicer may issue a demand for payment-in-full of the reverse mortgage or even foreclose on the property. The ELMORE program—for those who qualify and demonstrate they will be able to reasonably recover from the hardship that contributed to the property-related expenses becoming delinquent—can be the support that an elderly homeowner needs to ensure their home is preserved.

    Florida homeowners with reverse mortgages who want to see if they qualify for the ELMORE program should first contact their reverse mortgage servicer. If the servicer is unable to assist, a homeowner should then contact the toll-free ELMORE Application and Information Line at 1-(800) 601-3534 to apply and/or receive more information on the program.
